Assuming partner's double is penalties I bid 4♥ now.
Possibly it is not enough but 5♥ looks scary opposite a passed hand.

The one thing I am not doing is looking for a slam opposite a passed partner.
Don't mind 4♥ or 3NT. Defending 3♠X is possible - they could be going for a lot, but they could also be just 2 or 3 down.
I bid 4♥. This has the added bonus over 3NT that someone might bid 4♠, and I know what to do over that.

That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

I'd double. How could I have more defense in this auction than I do? Besides pard may not sit anyway.

I would just bid 4H. Xing would show this hand type without a 4th heart and may get 800 but I just want to be in the normal spot here and try and outplay everyone.

I might have bid 3S on the last round to clarify what's going on. The opponents tried to trick you, but you can use the extra room.
