I am a bit confused about over calling. For example if opener bids 2D and my partner overcalls 2 S . how many points and spades does this show. If my partner overbids on the second or third level after a 2 opening bid, how many cards does this show? and how many points. How do I respond?
Thanks

You mean..?
Opener Pard RHO you
.. (2♦) ... 2♠
If so, 2♠ (or 3♣) usually shows opening values and at least a 5-card suit. At the 3 level, 6 cards is more common.

Or 5 cards and extra values. After 2S by LHO, what are you going to do with Kx-AQx-xx-AK10xx?
Everyone I know will bid 3C.

There's one rule to follow here. Never Pre-empt a preempt. If RHO opens a weak 2h and you have a weak 2 in spades its better to pass and hope partner can come in than to bid 2s. Partner will think you have much more than a preempt if you do.

On that hand, some will overcall 2NT. Switch the diamonds and spades, and 3♣ is the only sane option I see without discussion.
"Gibberish in, gibberish out. A trial judge, three sets of lawyers, and now three appellate judges cannot agree on what this law means. And we ask police officers, prosecutors, defense lawyers, and citizens to enforce or abide by it? The legislature continues to write unreadable statutes. Gibberish should not be enforced as law."

I'd rather have 13 cards myself.
