SOS about BBO Advanced 1.2 convention card

Hi, everyone. We use BBO advanced 1.2 convention card.I have two questons to ask. Anyone can answer me?
(1) In partnership bidding, 1-1NT-2-3: Why does this "3" have to reach 7 cards of Spade?
(2) Also in parternership bidding, 1-1NT-2-2NT: Why does this "2NT" have to reach 6 cards of Spade? :P

In any event I think most would agree they would not raise to 3s with only 3 spades even when 1nt denies 4spades 100%.
