This depends, of course, on what you agreed with partner beforehand.
For most people this double would be for penalties, but some play this as competitive, showing extra strenght or shape, asking pard to do something "clever"

altough I would say, there exist no hand,
the double is optional, implying the willingness
to compete to the 3 level
This holds true for both auctions.
Probably you have a max. Pass and a 5 card
diamond suit, 5-3-3-2 shape

I would like to know if pard can have 4 hearts (I suppose he cannot, otherwise he'd have doubled 1♠). In such a case, it's clearly an action double, showing some defense and not much of a fit in diamonds (some tolerance, I suppose)

if 2♦ foricng then Double is clearlypenalty.
If it is not forcing then both are playable, however my std rules would make it take out.
