I would pass 1H probably as most of my values are in partner's short suit. I think a X should show a slightly better hand. I definitely crack 2D after partner's second X and expect to beat it a lot.

Speaking of when to double, how does pard's hand change when you double initially and when you pass initially after he doubles the 2C bid?
